Captain Leopold Penders
Captain Penders is a Stark City Police Captain,who frequently antagonizes Bullets Bourbon. Despite his suspicions, Bullets has never been able to prove him corrupt.
JOHNNIE'S NOTES
Penders basically represents figures in power who abuse their authority. Chances are you've had to deal with somebody like him, be it a cop, bureaucrat or boss. Generally, any person in charge who is unpleasant to be around. (To say the least!) Penders isn't so much a "villain", just one of a number of people in this world who seems to exist simply to bring misery to others.
Lieutenant Wilkinson
LT. Wilkinson is Captain Penders right hand lackey. He's always on hand to carry out any orders his "superior" barks at him.He's also his friend when off duty.
JOHNNIE'S NOTES
Wilkinson is basically Captain Crane to Captain Pender's Colonel Roderick Decker.He's not the brightest bulb on the tree,but he takes orders without question,which makes him the perfect soldier.He shares Pender's devious nature.
Horatio T. Scotch, Private Eye
Horatio T. Scotch is a rival private eye,who hails from Ragga Town, a particularly seedy part of Stark City. He's vain and egotistical and always cracking wise- usually at Bullets Bourbon's expense!
JOHNNIE'S NOTES
Scotch is a fun character to write. He's the Anti-Bourbon. Particularly with the ladies! I don't think they dislike each other so much as their differing personalities tend to clash frequently.I enjoy writing their "Hope & Crosby-esq" exchanges.
STARK CITY CITIZENS
DEMPSY
Dempsy runs a pool room/sweet shop in Stark City.He's known Bullets,Joe & Chubby since they were kids,and they seem to be his only remaining customers.

Dempsy is a former local Stark City Boxer who is happily retired.He has an interesting backstory that,do to time constraints,has not yet been explored in the series!
Smillin' Sam
Discount Wholesale Entrepreneur
Sam is Stark City's "Human Discount Warehouse". He's the proprietor of Smillin' Sam's Wholesale Emporium, but once Bullets finds out he's a fence for stolen goods, Sam turns out to be a valuable informant for the goings-on of Stark City's criminal underworld.
JOHNNIE'S NOTES
Sam is a very fun character to write. He has a very strong compulsion to sell anything and everything he can! Nothing beats the thrill of the deal for him. Sam also fancies himself the consummate showman and will do any crazy stunt imaginable to motivate a sale. He also has a very unhealthly obsession to best his nearest competitor,Mad Man Mooney!
POLICE COMMISSIONER AUGUST KEATON
Commissioner Keaton is a tough old cop that remembers Stark City's better days. He's well respected by the whole of Stark City's police force.
JOHNNIE'S NOTES
Commissioner Keaton is one of Stark City's few decent public servants, completely untouched by corruption. He's an honest and noble cop, although he's been less than effective at managing the corruption in the P.D.
THE HONORABLE J. PHINEHAS HAMTREE THE 3RD
The "Honorable" J. Phinehas Hamtree the 3rd is the popular Mayor of Stark City. Despite being fairly ineffective at the job and ripe for scandal, he continues to get voted into office.
JOHNNIE'S NOTES
Mayor Hamtree is a career politician that manages to run the city while on constant holiday. He's usually nowhere to be found during a crisis. He's also a blowhard of epic proportions, always trying to be in the spotlight. He is usually accompanied by his long suffering wife Josephine.
D.A. HARVEY DOLAN
Harvey Dolan,is Stark City's corrupt District Attorney. He is an ambitious politician who is making his way up the ladder to a more loftier office. His moral character comes into question, however,once he begins to have dealings with the notorious Pencilneck.
JOHNNIE'S NOTES
Like most of Stark City's public officials, Harvey is entirely self centered, and has no compunction over what laws he breaks to achieve his goals. It's an unspoken law that all comic book D.A.'s must be named Harvey.True Story.
IGGY DUKE, INVESTIGATIVE REPORTER
STARK CITY POLICE CHIEF BERT GROVER
Iggy Duke is Stark City's popular crack investigative reporter. He's a trusted, albeit opinionated, voice for the people on the local news program "Stark City News"
Stark City's Chief of Police, Bert Grover is an honest and hard working cop, doing his best to direct the SCPD on the front lines against the ever expanding forces of evil.

Iggy is somewhat inspired by popular news "talking head" shows. Like everything else, the concept goes back to The Flash. In this case the snarky talk show host Joe Kline (as played by Richard Belzer) while his look was inspired by the great Leo Gorcey.

Chief Grover is a tepid supporter of Bullets. While he respects Bullets ability, he's easily exasperated and would prefer not involving an "outsider" in his investigations. Typically, Bullets knows how to handle him in order to get in on a case. As you may have suspected, his name is a tribute to the great Frank Oz.
Superstar Desiree Miller
Desiree Miller, while not an actual citizen of Stark City, is a beautiful superstar of whom Bullets Bourbon has been extremely enamored with. He finally gets to meet her during Carrottop & Pencilneck's diabolical team-up!
JOHNNIE'S NOTES
The character of Desiree is sort of a love letter to every celebrity infatuation you've ever had. You think you know them better than you do your own name. But honestly, they're really only ever destined to be a face on the screen, a voice on the radio and a photo in a magazine as far as you're concerned.
